Puerto Rico in State of Emegency

It is in lockdown and all gov't offices including Court Houses are shut down.. Will this place the appeal on hold for months? Has anyone talked to management, I have tried many times but they don't answer their phone or return messages? They won't accept cruise ships and tourism is their bigest industry. I know they are allowed to keep their crops alive and sell the meds.
