Unable to fill an order

I've had a $0.025 sell order sitting in place for a month and, even though the stock gets there, it never gets filled.  It must be because the volume is too low (??).  If that's the case, does anyone know how this works?  That is, am I in a queue such that it's first-come-first-serve?

Yes, you are essentially in a line up. The volume has been under 1m a day until the last week where we've seen a lot of action. If you look at the sell order there's more than 8m for sale @.025 and most of the volume has been trading @.02 so if you placed almost a month ago you may still only be mid line. Also keep in mind your trade will expire after 30 days without intervention. You May ...more

Yes. And you still could be deep in it if I recall when we started seeing 2.5 asks again, there were over 3M. It took me almost the full 90 days to make a 2.5 sale. Need to build a fence!
