Mgmt "honestly" forgot to submit Q4, Q1 + annual Financials

HOW MANY CEO's and CFO's forget to file Quarterly and Annual Financials? They both get paid $350,000 plus big bonuses. Is this a reflection of poor management making big money when investors are crushed?
