The 21 direct jobs you quoted coalbad, is just for the port but doesn't include the several hundred direct and indirect high paying jobs for the mine and the surrounding communities.

The project would create 21 jobs at the Port including two longshore workers positions, six maintenance tradespersons, four truck facility operators, eight heavy equipment operators and one manager. Up to 50 transportation-related jobs may also be based in Port Alberni, depending on the location of the trucking facilities. These jobs include truck drivers and front end loader operators, maintenance tradespeople, supervisors and labourers. About 25 more people would be hired during the construction period. The average mine salary is $100,000 per year, including benefits.

The proposed Raven Underground Coal Project would contribute about $1.1 billion to the economies of the Comox Valley, Port Alberni and surrounding regions according to estimates prepared as part of the project’s comprehensive federal and provincial environmental assessment process.
"Families and businesses will benefit through all phases of the project," said Raven Project CEO John Tapics. "We will need local labour and local goods and services to build and operate the mine."
The project would create 200 jobs during the construction period and 350 full-time, well-paying jobs once the mine is operational. In addition, it is forecast to create up to 500 indirect jobs in the local region. These jobs will strengthen local economies and help bring workers back to the valley.
