CVRD PASSES MOTION ON THE RAVEN COAL MINE

THE FOLLOWING MOTION WAS PASSED UNANIMOUSLY AT THE COMOX VALLEY REGIONAL DISTRICT BOARD OF DIRECTORS MEETING THIS EVENING:

2) RAVEN UNDERGROUND COAL MINE PROJECT

Correspondence from Director Jolliffe dated November 23, 2012 regarding the Raven underground coal mine project for receipt. [Item]

Requested action:

WHEREAS the operations of the proposed Raven Underground Coal Mine could impact the aquifers used by the surrounding communities for their potable water;
AND WHEREAS the operation of this mine could impact the fin fish, shellfish, and
other fisheries in Baynes Sound and the considerable economic value derived from these fisheries;
AND WHEREAS the Comox Valley Regional District previously passed a resolution requesting the Province of British Columbia conduct a comprehensive
mapping of the aquifers in the areas that could be affected by the Raven Underground Coal Mine Project proposed by Compliance Coal Corporation and
such mapping has not been completed as a requirement of the Environmental Review process;
AND WHEREAS the Comox Valley Regional District supported a letter sent to the BC Ministry of Environment requesting a baseline study of the Baynes Sound intertidal and subtidal benthic infauna community adjacent to the proposed mine;
AND WHEREAS our additional request that the Federal Government conduct an independent Environmental Assessment of the project has gone unheeded;
THAT the Comox Valley Regional District advise the elected representatives and the appropriate agencies of the Federal and Provincial government that it is opposed to the further processing of this application until the Province of British Columbia conduct a comprehensive aquifer mapping of the aquifers that could be affected by the Raven Underground Coal Mine Project;
AND THAT the Province of British Columbia conduct an independent baseline study of the Baynes Sound intertidal and subtidal benthic infauna community
adjacent to the proposed Raven Underground Coal Mine Project;
AND THAT the Federal Minister of the Environment refer the environment assessment of the Raven Underground Coal Mine Project to an independent review
panel with public hearings.

So on top of the money being spent by an independent body doing all the studies mentioned, the CVRD, who ever they may be, wants the provincial government to spend tax payer money to duplicate the independent study paid for by Compliance?   That is what they are saying isn't it?    And the reason behind this?  Is the independent company doing the study incompetent?  Is ...more

Cowichan Valley Regional District.  The district in which the mine is proposed.

Cec won't submit an application that shows water will be affected. So when they are ready to submit we will know they believe all environmental things are taken care of

"COMOX VALLEY REGIONAL DISTRICT BOARD OF DIRECTORS MEETING THIS EVENING:"   Yeah I know jvand, thanks for pointing it out though.   What a bunch of Directors want does not mean it's what will or is legally warranted.   It's time for locals to be reasonable if they want to jobs for their community.   More beurocracy will not make things better.  They want ...more

Congratulations to the CVRD for unanimously passing this.  I don't hold the same hold for my District to do the same, but it is OK since the CVRD is the home district for the mine and so carries the most weight.   I will be interested to see if the company or government is actually compelled to do any of this.

No, the joke, 2guys, is that you don't know that CVRD stands for Comox Valley Regional District, which is where the mine is being built.   But, then, you are in Toronto anyway, what do you care about the concerns of people who are affected by your stock picks,

Well for one, if it finds that there is a direct threat to the existing shellfish industry for example, then the coal mine does not happen, 600 jobs are saved, and we move on to another more sustainable industry to create the jobs Raven promised.   I love it when people act like 'project A' is the be all end all of any job prospects anywhere.  It never is and never will be, there ...more

Isn't that what the current studies are looking into?  Why the need for more independent studies?  When is enough, enough?    I agree that if the study finds the mine will have a negative effect that it won't go ahead, but if the study finds the mine within reasonable industry standards or better, then are further studies warranted, and why?
Comment by chrisale on Nov 28, 2012 11:19am
The issue being raised is that the current studies do not address  the concerns about the effect on local water supplies and runoff.  You can't just say 'no more studies' when current ones aren't even comprehensive.
