Or said in other words, irrespective of the exchange, would someone be able sell existing shares/buy more? Sorry for the dumb question.

Yes,you can buy and sell shares on this exchange, no the stock will not be reversed split that will happen once the deal is approved,I think the stock will only trade for a month until the meeting,riot will give the U.S. Shareholders a chance to sell.
