If oil money is used to repress people a revolt could happen following a deal. Ayatollah lunatic despot deliberately wants his billions of $USD frozen to buy off potential opposition to the deal and prevent uprising. He has to pay the revolutionary guards first and then the army. Without that money he can't repress(control) the population and he will be "replaced". In the meantime, oil prices will shoot up.
