Delay in aquiring VIBE shares

I dont get it....have had many companies where spin-offs/dividends/cap returns have resulted in new shares of new or old companies...these happen within days, not months, of the transaction.  So wtf is going on...why so long?  Tried IIROC complaint - got us nowhere...any ideas on what to try next?
