Comrade Wynne must go! Creating a monopoly on a new market is bad enough, creating a monopoly on an already existing market and bankrupting legal businesses is just going too far.

Ok, I am plead guilty to putting a sensationalized headline but did you even read the article? They clearly are worried about the OCS. Obviously this would only apply to Ontario locations but that is the biggest market in Canada and the only one they have really penetrated so far.
