The obvious scenario, is Glencore( the Worlds Largest Miner, and the 14th Largest Company in the World) enters in, and makes an Offer for Ecobalt. They would do both deals:  the first cobalt refinery deal, and Offer to buy the ICP and Ecobalt.... let’s remember GC already owns a large land mining holding near ICP and IC... I  (think) called Blackbird.
   They could refine their own cobalt material at the first cobalt camp refinery, and offer to refine the material from the cobalt in Idaho....  The northern Miner article commented that the refinery would open early 2020 with less tonnage, and then do a large expansion as they go. I’m guessing the expansion would be for the E cobalt material.
  I’m guessing FC and GC have already both approve their Refinery deal, and just maybe, GC is writing up their proposal Offer as we speak.
   If this theory flies, they are all going to have to move very fast. As we know the E cobalt vote count is due July 19 ,Which is just about the same time that FC and GC need to make a committed announcement.
    That means the next two weeks are going to be action-packed.
