Are bids and asks shifting?

I love how the larger OFFER volumes are posted as up for sale on the TSXV but when the actual transactions take place the volumes are moved to the ATS.  Only 31% of the total trades recorded via Canadian Markets (since the Monday news release) are shown as volume to anyone who does not subscribe to the ATS.  In other words the vast majority of shareholders. 

Why is that?

Who does this serve?  How does this affect bid and ask pricing when the ATS BID and ASK are not visible to most and especially when traders who place their orders on the TSX get their orders switly transferred to the ATS.  

So far today, TSX shows volume of trades to be 379,000 when it is actually 900,000.
Who does this server?  The little guy or the Big Guys?
