There is a forum on ceo.ca called “hotpick” which has picked up on EUO.
This group / forum has proven that they can move stocks but most moves don’t last more than a couple of days. They are purely momo traders.
I don’t know if they started the move. Probably not but they jumped on it and most likely account for a large part of today’s volume.
 
BTW, nothing wrong with what they are doing but I thought this forum should know about it.

So EUO went from a company that has very very little going for it and a worthless stock in a long-term downtrend to a pump and dump?

Moves like this need to be put into context. Desjardins or someone using Desjardins threw less than $50k at EUO at the open picking up shares somewhere around 8 cents and seemingly already selling most of those close to 10 cents while Anon and Jitney unloaded shares.   Looks to me like a lot of hoopla for a quick 10 or 20% gain by traders designed to suck in the averaging down crowd.
