What's so bad about it? He's right, who knows what kind of skunk weed the dispensaries are putting out, and why shouldn't they be held to the same rigid standards that the licensed growers are? Poor quality weed from early adopters buying at unlicensed dispensaries could have a very adverse effect on the industry.
