Jun 3, 2024 The government’s goal is for Qubec to become a leader in the production, transformation and recycling of critical and strategic minerals (CSMs) in partnership with local and Indigenous communities.
The Qubec Plan for the Development of Critical and Strategic Minerals 2020-2025 (QPDCSM) outlines the actions planned to achieve this goal. They are guided by four orientations:
- Orientation 1: Increase knowledge and expertise on strategic and critical minerals
- Orientation 2: Deploy or optimize integrated sectors in partnership with the CSM producing regions
- Orientation 3: Contribute to the transition to a sustainable economy
- Orientation 4: Raise awareness, guide and promote
The
circular economy is at the heart of the Plan. Recovery and recycling of critical and strategic minerals will be encouraged. The
goal is to reuse or recycle tailings or asset components by giving them a second life.

Has the conotation of, no new minnhg - just focus on current tailings ?
Would this not checkmate new critical mines, affect valuations to move forward ?
Allow foriegn interest to team at very low valuations ? Favoring larger entities ?
Quebec teaming with First Nations under new UNdrip treaty or,
Should Quebec team with First Nations under existing treaties where provincial Gov
has control without Fed ESG, NET, Circular Economy claws attached to,
newly created tech companies who're apart of, circular economy ?
Sound like a whole bunch of new players entered in...
