Eight years ago in Los Angeles, the LADWP rolled 96 million black plastic balls (for 34.5 million) into one of their basins to stop evaporation and to preserve water quality:   https://www.youtube.com/watch?v=uxPdPpi5W4o   The LA Department of Water and Power also offers several rebates to consumers and businesses to conserve water. And today all but one reservior no longer has shade balls on them. The shade balls were mainly deployed to shade the City's drinking water from sunlight because their water contains a cancer causing agent known as bromate when the water is exposed to sunlight.
