Why would they feature a stock that isnt even trading?  They must have paid for it...and if so, why would they pay for it if they aren't trading?

They are chumming the waters to build awareness and generate interest. I hope they are successful. I agree with you that this is likely a paid submission but as they say . . . . it pays to advertise
