is this an issuance of 150 million shares or a sale of 150 million shares?

It is an issue. To a close friend of course.IMO They issue 150 million shares at .38 -yield 57 million Its all in the release. The stock should be trading at over a dollar. Its that simple. And they, with ANY smarts, could have had it there and done a private placement at a much higher price. But they are doing everything to get complete control.
