When does spudding start?

Spud
The initial penetration of the ground or seafloor / the start of the drilling operation.

Rig arrives at site

First the 8 anchors get set

Then a casing gets dropped to top of sea floor and jets to hardrock then the drill bit gets dropped to hard rock.

So when exactly does spudding happen, offshore - casing or drillbit?
