Less than half the volume went through TSX and all the trades at the end, especially the 6k and 4k were routed to alternate exchanges... so it closes below .20.

Who is selling here? It can't be retail investors and I do not think there is much short interest in Wagner. Must be either insiders or lenders who have received free shares.
