Outsiders brought in to close it down?
Why else would they change management at the final hour? If a ship is sinking, you don't arrange a helicopter to exchange the old crew for a new one.
What happened to their "Optimization Plan"?
It seems obvious that the existing people didn't want this disaster on their resumes, so they brought in others with no previous involvement. It's pretty much the same logic as the Loyalist / KGIC name change.

I'm guessing: New team New philosophy New money. The new group ain't coming in to fail. Logic suggests they're looking to prevail. Prev players failed and this is why investors are presented with an opportunity to do some calculated Gambling. I'm betting on forward success. Success will translate to significant returns on investment.
