Not according to Transport Canada! "Transport Canada does not currently licence launch facilities. Rather, the safety of a launch site is assessed as part of the review of a launch applicant's proposal to obtain an authorization to launch.". How could they have completed the regulations when they don't exist?! Transport Canada "There is currently no established method for authorizing commercial space launches in Canada that exceed the criteria contained within the Requirements for Launching High Power Rockets. No such launch has previously occurred in Canada. The public announcement made on January 20, 2023, by the former Minister of Transport marked the beginning of the process to develop measures that will ensure any commercial space launches in Canada are conducted safely, securely, sustainably, and in the public interest."
