I think its pretty obvious that the halt is for the news of the finalized deal with the US Gov't, which has not been released yet.

The money raising may be related only in that the deal requires MDG to show they have the cash necessary to follow through.

The WSJ article says that MDG 'has no comment' which means its not ready to release this info officially.

Thanks to the poster who first posted the deal, and yes, it is a big deal.
