Your right about the 50 and 200 moving average, it's very bullish when you check the chart. The stock is choppy since 4 months, the trend is between .37 and .44 since a long time and a lot of accumulation.Few insiders activities (except M.Chase) but the phase 2 speculation results  should begin soon like the phase 1 and the
