Right the NEB, a ntional board is going to compromise safety and environment protection due to job placement.

My first thought was that they were relying on inexperienced locals. "“was a propane spark fire contained in a small bucket, which extinguished itself in seconds.”" How do you contain a propane fire in a bucket?
