Totally agree whaler. I am also of the opinion that the ramp up to 20K units is mainly for the inclusion of the commercial units, as those are the ones that the govt intend to make an order on. Once that production officially commences and they can start being delivered an announcement will come. Patience folks.  Lots to come.  Soon.  GLTAL

I don't think anybody knows this except for Paul and Company, and the governments in question. But what Wilander says makes sense. The commercial units would be of greater interest if you're talking about schools, LTC homes, govt office buildings, etc.
