I personally saw it as something that broadens the market by having a quicker contracting mechanism in place for US government purchases. It did not guarantee sales, and the author of the article sees it the same way: "Its a very large opportunity and it remains to be seen how it plays out." Can say the same thing for BioCloud, which is almost like an afterthought in this article.
