Unless I'm mistaken NCI 's success is not dependent up PPS.
NCU is grossly oversold - that much is evident to all but bashers. I don't know what the ultimate lowest entry point would be if one wished to hold for a year before selling, but a penny or two now won't make much difference 12 months from now - if the mine reaches full plate and shows a couple quarters of steady production, using that logic the time to buy is now or anytime at these prices.
The question is how do you see the future economy? Do you believe that 12 months from now when PH has proved herself; the economy starts to heat up after the Pandemic has been stopped? If yes, and you can put the shares aside for later - then I don't know of a more reasonable high speculation bet.
