there are three Bonds w an inssuranche Rhea  Munic Rhea (pala re-insurance bond on the bond)

HAV 2 HAV The Bond @ TIme of Bid//

NV powere came in w a submarine and contaminated all three bonds currently in force..

there are permits and there are bonds - cannot doo ONE w/o the other,

the innsurance Rhe'as are insurance that the ohter bonding companies hav enuff cast @ time of a claim...

AIG in Ca was Insurance Re by Warren Buffet - he was instrumental up there a few years ago - collapsint the insurance market whe  a  large claim was filed...  his en was aorund 250M$..  the Ca Govt had to come in and plug the mess...

i smell a law siut...
