Quebec Government Strategy on Lithium coming up this fall

The Minister of Economy declared : (Sorry only in FRench)

Le ministre de l'conomie, Pierre Fitzgibbon, prsent au lancement de l'tude, a annonc qu'une stratgie qubcoise de dveloppement de la filire de batteries lithium-ion est en prparation chez Investissement Qubec et sera lance ds cet automne.

Pour le moment, le Qubec amorce peine l'exploitation de mines de lithium. Un plan de dveloppement doit viser, selon KPMG, le raffinement du minerai sur place pour l'amener la qualit requise pour son utilisation dans la fabrication de batteries. Il en va de mme pour plusieurs autres composantes de ces batteries, notamment le graphite, le cobalt, le nickel et le fer.

Le ministre Fitzgibbon a t trs clair quant son intention de convertir la matire premire ici mme.

Au niveau des mines, on n'a pas le choix : il faut contrler le minerai. On ne veut pas que le produit s'en aille l'extrieur, moi je veux qu'on le convertisse ici. Jusqu'o on doit aller? a va dpendre de l'apptit du priv de nous suivre.

Il faut investir dans cette deuxime phase. Je pense que le gouvernement va devoir jouer un rle trs important l-dedans et on parle des partenaires trangers qui sont intresss convertir, a-t-il prcis.

Investissements « pharaoniques »

L'tape suivante consisterait crer une usine qui fabriquerait des batteries, un projet extrmement coteux, mais certainement intressant terme pour le secteur priv.

Si on veut se rendre jusqu' la fabrication de modules de batteries, ce sont des projets pharaoniques en termes de capitaux. C'est sr que le gouvernement du Qubec ne sera pas l'actionnaire principal de a, mais je pense qu'on peut tre le catalyseur, a dit M. Fitzgibbon.

Aussi, un rseau de recyclage ddi devrait aussi tre tabli pour tirer profit au maximum de la prsence de matriaux dj transforms et, possiblement, en recueillir de l'extrieur du Qubec.

Pierre Fitzgibbon affirme que le gouvernement est prt faire sa part en amont et en aval des projets et d'agir comme catalyseur et partenaire de projets. Bien que le march ne soit pas encore aussi robuste que ce qu'il devrait devenir, il est convaincu que le secteur priv sera trs intress venir s'installer au Qubec pour profiter la fois de ses ressources, mais aussi de son expertise en matire d'lectricit et de recherche et dveloppement.

Le ministre se dit fermement en faveur du dveloppement de toute la chane d'approvisionnement, du minerai jusqu' la cellule lectrique et de l'cosystme l'entourant, soit le recyclage des batteries en fin de vie pour en reconstruire de nouvelles, estimant que le Qubec ne peut plus se permettre de voir ses ressources naturelles sortir de la province l'tat brut pour revenir sous forme de produit fini.


Seems like good news for people interested in the development of the lithium industry in Quebec. I hope it turns out positive for Nemaska. But at this point, I would not hope any direct intervention yet.

Yes, but the ownership would be concentrated with Pallinhurst with the last financial deal if realized. And there could be another phase for Nemaska afterwards. ( recycling, upgrading capacity...) But for sure, the strategy doesnt concern Nemaska exclusively.

Nick, as far as I am aware, nmx still have approx 35% of production unsold after the cancellation of the FMC / Lavent agreement. On that note, does anyone know the status of the arbitration?

thats the reaon why it is exciting if nmx will start refining all the lithium of quebec.not only whabouchi other sources of spodumene could be available .we have the knowhow to refine it and are very well placed to take the cake.with thr cherry on it .and the  icing .nmx should break out of its material constraints and focus on processing the ore .1 plant ,2plants,3 plants keep planting we ...more

Many companies worlwide have know-how to produce battery grade carbonate and hydroxide ! Not in quebec,canada or the us.we are an exception.dont underestimate the achievement. on a cost and a quality basis we can stand the comparison with Any one  .with the establishment of an electric ecosystem in quebec we cant be beat.think charging stations ,cheap electric consumption for users of ...more
