"This did come as a surprise; this plant has been op......."

Subject is quoted from TDW Action Notes text that was posted here October 25th.
"The cost is estimated at ~US $100mm. This did come as a surprise; this plant has been operating relatively reliably and consistently for decades."

Should something like this ~US $100mm cellhouse repair ever come as a surprise?

Isn't monitoring and maintaining this kind of infrastructure essential to doing business as a Zinc smelter?

Perahps the new SP reflects some doubt as to whether the people running NIF have the ability and desire to act in the interests of the shareholders (other than Glencore, as Glencore may want to engineer a low SP to steal NIF out from under current shareholders)?.
