Whether the rights are included or not, at least 30% of the shares not controlled by Wyloo or Baosteel would have to vote in favor of the deal for 0.315 per share. That is unlikely to occur. Without the rights, they can buy the remainder for about $101M, and with the rights exercised, about $202M. The value of the resource is in the 10s of
