Don't get too excited yet.  On October 1, I received the following email from Michael Fulton, Director, ADEQ Water Quality Division:  “The permit will not become effective until after completion of the public comment and hearing, final decisions of appeals of the permit, and until Curis Resources has obtained other permits (including EPA’s Underground Injection Control permit) that would be necessary to begin operations ... we do fully intend to undertake a full and robust public notice, hearing and comment period - at the conclusion of which we will consider and respond to all comments received. Subsequent to the comment period, the department is authorized to amend or revoke the permit after consideration of public comments.”  The permit is not valid unless and until this process results in confirmation and Curis has received the EPA permit as well.

This has been publically stated and known. There is a public consultation period and Underground injection permit has to be issued before extraction can begin.  All the news releases that re public and from ADEQ state this.
