Watch for

the rights exercise. That will tell you everything you need to know about the future plans. This is exactly the scenario they were preparing for. Enough diamonds for a mine but not enough for the market to finance it, so it is up to them.

If the Friedlands are going to have to finance it they may as well collect as manys rights shares along the way. And a few million $ in retail.
