Another investor just mentioned that this filing could be necessary if the company plans to make a significant announcement in the future relating to the Covid test or the AD test.  This filing allows anyone to publically access the details of the JV agreement wihtout haveing to ask for it from PMN.

I also found this publication interesting in light of recent complaints by well informed people on this board about restricting the issuance geographically and associated regulatory issues.  Management may have ruffled some feathers in the process.   Also interesting was the breakdown of how the funds that were raised will be used.
