Wondering what the advantage of registering a shelf prospectus actually does for the company ?

So basically, it's a way to raise cash, and if I'm understanding it correctly, possibly more dilution. The question I have is, why now, when they've just secured the $8M from our Boston friends?

But that's still $8M at $US 10 cents, money raised on a price spike now should be cheaper. And the more we have the more we can give to Elliot for his new yacht.

I feel positive about PMN and BIIIB. I mean if Gates and Buffet can get 80 million and counting in public funds for their new reactor the pit for corporate welfare must still be bottomless. But then Gates is betting against all things ACH related so maybe I'm too positive.

Is it possible that they might enter a partnership and provide stock to that partner in exchange for funding of PhI? I guess that might be an alternative to a JV or other revenue sharing agreement. Since it is just PhI, there are not going to be any associated revenues in near term, so it kind of makes sense that some alternate form of value would be given to the partner.
