He will of course then start yapping about how 2.5% is a piddley share of the oil riches. I have always thought that the 2.% was supposed to be matched by the gov't to make an even 5%. Remember, when the tax deferial is used up, between royaties and taxws the go'vt will get 40% of the cashflow, which means 2.5% is the laest they should do appease the locals.

Do you really think that is a move Perez will even contemplate. It defies logic given his objectives...to aid his people. The funding is as far as I see a national program: that wud be 2 or 2.5% of a lot and is being written into Petroperu's agreements/contracts from what I read. I look forward to your name calling if that is all you can do...
