I am very happy to be with you here in Ciudad del Carmen, initiating this recovery plan, to rescue the national oil industry.
We all know what happened, no need to specify more about the mistakes, about the failure, which meant the previous oil policy.
The most important thing is the plan to rescue the oil industry, see forward. And it is a challenge, a challenge, what we have to do among all and between all, because of one million 750 thousand barrels per day, we have to achieve a production of more than two million 400 thousand barrels per day at the end of the sexennium.
It is a fairly realistic plan that can achieve the results if we participate as has been done, all: active oil workers, plant workers and temporary workers. We are going to require the experience of the retired Pemex workers.
And the participation of the companies that work in the oil industry is very important, because we could not comply with this plan if the companies that, for many years, have been working in exploration, drilling, in refining, in the transformation of oil.
That is why it is very satisfying that entrepreneurs are here, that they will help us, that they will help the country. It is a decisive moment in the history of our country and in the history of oil exploitation. I'm not exaggerating. It is something similar to what had to be done in 1938. It is a new rescue of Petrleos Mexicanos.
Last year, very few wells were drilled. Now 117 is the program, both on land and in shallow water. And there is a new orientation.
We are going to invest where we know there is oil and it costs us less to extract it. For inexplicable reasons, sometimes public investment is directed to where there is no oil or profitability is scarce where there is no business for the nation, he said.
Now we are going to invest in exploration, in drilling wells, in land and in shallow waters of Veracruz, Tabasco, Campeche.
We are going to reactivate the oil industry. We are making an effort, really, very important to implement a plan of republican austerity and savings without contracting debt, without increasing taxes in real terms, without increasing the prices of fuel to consumers.
We will be able to finance this rescue plan for the oil industry. For that, my thanks, I repeat, I insist, to the entrepreneurs, because they are helping us, not only because they have the knowledge, the experience, but also they are helping us, because they are accepting, that is what Octavio has informed me, not to be a matter of him.
He has been informing me that production costs are going down and that is very important. We are going to reduce costs. And they know, as the technocrats say, a very important variable to carry out this plan is to end corruption in Pemex and in the country.
The budget will pay us a lot. It was that they were scratching, it was an exaggeration. One day I was on a commercial plane from Mexico City, here, to an oil city, and next to me, a merchant, a jeweler, and the talk came out, and I asked him: what are you going to El Carmen?
He stops, takes a watch out of a case. I'm going to this, to deliver a watch, here, to Carmen. One million dollars the clock. That's why the country is sinking. But, look, how good that this change was already made.
A few days ago I commented that it was like when a bank was looted and the thieves came to the vault and throw money into the bag, the bag, and suddenly, the alarm sounded and could not take everything.
On the 1st of July the alarm sounded. And with what they left, and with a new procedure, with a straight course, as President Juarez said, we are going to rescue our beloved Mexico and the national oil industry.
I am very happy to start with you this plan to produce oil. We have to do it. There is a situation, as we have seen, of emergency. It is a shame that we are buying crude oil, light oil, for our refineries.
And it depends on this plan that we can produce gasolines in the country, that we have a National Refining Plan that consists of repairing, improving, modernizing the six refineries, building the new Dos Bocas Refinery, but if we do not have the raw material, We do not do anything.
Therefore, how good we have this goal of producing, at the end of the sexennium, two million 400 thousand barrels per day. That is enough, maintaining the reserves, because oil, besides being a non-renewable resource, also belongs to future generations and we can not exploit it irrationally.
There are countries, governments, where, even, every year, they leave a savings fund for the new generations. That is what they do in Norway, for example, with the idea that natural resources are ours, but also of our children, our grandchildren, of future generations, if we extract enough oil, conserving reserves, taking care of the environment.
Here in Campeche, without a doubt, is the place, the region of the world where gas has been burned most in the atmosphere in the last 100 years here, because it was when Cantarell was at its peak.
And when they injected nitrogen to intervene the wells it was to extract oil, regardless of what was wasted and a lot of gas was burned. At the same time that the gas was being bought and that we were beginning to be dependent; that is, we were becoming importers of gas. Here the gas was burned.
When the contamination of the wells could be solved, with simple technology, but nobody cared to burn the gas, because the business was in buying the gas abroad. That can not happen anymore.
This oil field, extraordinary, of Cantarell, deserves a historical recognition. For more than 40 years producing, he maintained the country; More than two million barrels per day came to produce. And now, exhausted, it produces around 200 thousand barrels.
But if we achieve, besides the plan, and this I make a challenge for the oil engineers, if we manage to work in the recovery in Cantarell we can still get oil from this field. If you work in research, if you work in the recovery of Cantarell and all these fields that were overexploited, poorly managed.
All this can take time, it may take us three years, six years, but we leave the new governments a possibility of exploitation in the future. This is a task, it is something that must be considered, that of Cantarell, I repeat, is a worldwide phenomenon.
We are talking about the most productive field possibly in the world and, at the same time, the most underutilized field in the world. For that reason, it is a task for technicians, for specialists, for the Mexican Petroleum Institute and that we can continue to benefit from Cantarell.
Ask everyone, everyone to help us in the evaluation, too, of the plan. That is not the presentation of the plan; it is already an advance to have a plan, to have objectives, to have goals, to have the budget, the way in which the contracts are going to be delivered, that this is very important so that it acts quickly in the emergency.
I have asked the secretary of the Public Service, before the comptroller, Irma Erndira Sandoval, to accompany Octavio, to accompany Roco, Bartlett in everything that is contracting the energy sector, so that we can do things as as soon as possible and that, at the same time, transparency and honesty are guaranteed, but there are no obstacles, that we act quickly, as circumstances require.
We will be evaluating. I, as mentioned here by Alejandro Moreno, Governor of Campeche, who has supported us a lot, in everything, I will be visiting Campeche. I make that commitment.
And we who are, if you think we make the commitment, we are invited to see how we are going in three months. It seems to them? The same ones who are here, in three months, the same. And every three months we evaluate together. In agreement?

And help me so that there is also democracy in the union. There must be democracy in the family, with all respect. Democracy at school. Democracy in the union. Democracy in society, democracy as a way of life, as a form of government.
In the case of unions, there will no longer be unions protected by the government. The union leaders will be elected by the people, by the workers with free and secret vote.
We are going to move towards a true transformation. And let's do it in harmony. We are going to change, to transformation along the path of concord.
There have been three transformations: Independence, the Reformation, the Revolution, we want to carry out the Fourth Transformation. One difference is that the three transformations that have taken place in our country, due to the circumstances, had to be done with violence, by armed means. We can achieve, it is an enormous happiness, this transformation in a peaceful way, without violence and this implies that we all help.
They ask me: What has to be done? I can summarize it in one sentence: behave well. Everyone to behave well, everyone. To behave well.
