Thanks Boots333 for the government site which I will check into. Like most Latin American endeavours, especially governmental, there is a lot of attention given to constitutions, proper wording and procedures and not so much for getting on with the work. I learned that in the 26 years I lived in Latin America.
And also thanks to ferret_ca for the link to the Feb. 11 meeting of the cnh. I listened to the summary of the meeting which did not have much detail and then listened to part of the video of the actual session which was 2 hrs and 33 minutes in length. It dealt with 8 blocks that were requesting modifications to their development plans. The first 4 blocks one of which we are involved in, were lumped together. Two of them border on the Amatitlan and the fourth a few miles to the south east. Pemex as the operator was requesting these changes.
There was no mention of ROE nor any other company other than Pemex. The plan requested for approval for the amatitlan seemed to me to be for the work that ROE has already done and maybe this meeting was just to rubber stamp decisions that were already passed by the last government. To make the project their own so to speak. These first four projects were all approved.
The other four blocks were being run by so called contractors. I just listened to the first one to contrast it with the Amatitlan. Their request was very similar to what ROE is planning on their properties in the south. They were also approved.
The CNH seemed very competent and they concentrated on the business at hand. Just that they were not dealing with the migration of ROE.
