What is it that shutdown ROE's efforts in Mexico?

Their efforts aren't officially shut down...  ROE started in Mexico during the last government who opened things up to foriegn investment in the energy industry. The "new" government (AMLO) wants to bring PEMEX back to it's glory days and is very leary of foreign oil companies.
