The answer is in today's price action which closed 12¢ below the annual high on a really bad market day.

Anyone have a theory about why the sudden move from 15.70ish to 16.23 at the very end of trading?

This is a tightly held security. Anyone who wants to pick up a load of shares has to hit the bid. That may have been the reason behind today's new annual high. Also, let's not forget this will be the first holiday season in 3 years without covid restrictions or shutdowns.
