Anybody in here that can explain this NR in plain and simple english?

In plain English SIMBA is telling the sharehodlders that they are late filing their annual financial statements and hope to fil by end of Dec. As well noramlly when a co. is late filing they are cease traded but SIMBA mgmt. is asking the exchange to only cesase trade mgt. and insiders and not oridinary shareholders so as not to penalize them. I believe that is what the N / R means.
