The text you highlighted fits in with the "milestone chart" on page (pdf) 28 from the December presentation on website. Look down to the "completion and commissioning" arrow, it starts at Q3 2024 and it touches end of Q1 (March) 2025. That arrow is not a definitive end, but ongoing as far as these things work.
