A bizarre situation where the denial of approval by a regulatory board ( which apparently the company knows nothing about) would under normal circunstances would cause the shares to go down but in this case the acquisition is so bad in shareholders mind , the denial resulted in a high volume rally in

I agree. This is material information. I think trading in the stock should have been halted on the TSX and other exchanges, the news released to the public via AQN and other relevant parties, and the trading halt lifted tomorrow morning before market open. I have seen company shares halted to release information far less significiant than this. The company itself issues separate PRs on the
