Not sure about the basic economics though. Reminds me of projects of mayor Drapeau... good for architects and engineers but we are almost  still paying for them today !

I remember Lavalin stepping in claiming to the intriguing Drapeau that Taillibert's design (in France) for the roof would not hold structurally, that we Canadians know better and bid 117m to provide a roof that kept tearing down.  Taillibert in person told me they had no business rejecting his design that was full proof.
