Le rapport de la FBN redige 2 semaines avant la reunion de Mardi recommande exactement ce qu'ils ont dit. ils adoptent une strategie conservatrice qui consiste a mettre l'accent sur la completion des projets d'infrastructure, de reduire la dette et faire de petites acquisitions ou rachats d'actions.
