Avalon retains its ownership of the mineral resources below a depth of 150 metres above sea level (including the Basal Zone deposit) and will continue to have access to the property for exploration, development and mining purposes. Avalon will also continue to assist Cheetah where needed in executing its planned work programs and retain its 3% NSR type royalty.

Bit of a complicated answer. There's surface rights and mineral rights. Two different areas. For the most part you can own the land but still not have access to the minerals. Mostly in Canada, the government owns the mineral rights, until negotiated with. At that point, still doesn't mean you have access to the surface. Google the two definitions and it will come up.
