blackouts can apply to ncib unless they are using the automatic purchasing system. if artis was buying tactically then blackouts may apply. i have noticed several times that the prefs and ncib were filed at different times within a short period of time. maybe the ncib is being executed with an automatic purchaser and will be filed later.
