I can't give you a definitive answer but here's some of my thoughts: I know there are many who dispute that the central banks and the fed are controlling the markets and especially silver... But there is so much evidence out there to suggest they have been holding silver down for a very long time and I for one have no doubt it's true. One example of the evidence is
