Well the Cdn government says different https://www.nrcan.gc.ca/sites/www.nrcan.gc.ca/files/environment/hydrogen/NRCan_Hydrogen-Strategy-Canada-na-en-v3.pdf Not sure if they checked with Soros/Shwaub before releasing this though
