John Chen stated this while CEO... it must be true.

Why?

Because the current BoD and interim CEO have not corrected the statement.

if it were false it is encumbent upon them to correct the falsehood, otherwise they too are guilt of a further fraud.  The fact they have not done so says finally something positive is coming...

He also said it's a one time event and the following quarter will resume the normal decline rate.
